Frank attended Vanderbilt University (1976-1978), and Birmingham Southern College (1978-1980) where he graduated with a B.A. degree. He attended the University of Alabama School of Law (1980-1983) where he obtained his J.D. degree. He was admitted to the practice of law in Alabama in 1983. He is a member and past president of the Shelby County Bar Association, and a member of the Alabama Bar Association and American Bar Association. He has been with the law firm of Ellis, Head, Owens & Justice, formerly Wallace, Ellis, Fowler & Head, in Columbiana, Alabama, since 1983.
Frank has a general practice of law, which includes civil and criminal matters, domestic relations, probate, workers’ compensation, real property, municipal and local government law, juvenile, personal injury and tort matters, contractual matters, jury and non-jury trial work, and appeals.
Frank has a daughter attending the U.S. Military Academy at West Point, and two daughters attending Shelby County High School in Columbiana. Frank is an avid runner. He is a member of the Columbiana United Methodist Church.
